Tina, could you not put a proxy time if file is COMPLETE and being sent but transfer time if blank?  The time rule has been on Wiki for some time (for medicine) but collectors don't remember this, and put their own default times.[[User:TOstryzniuk|Trish Ostryzniuk]] 11:56, 2014 February 27 (CST)
