Causes and solutions
Could have to do with
- record not yet in CFE, because we use Frozen version during scanning, if so, leave for now
- wrong unit was scanned on TISS, in which case follow Fixing a D ID in TISS28.mdb

- 2019-02-11 - changed to ckeck last 90 days now that Pagasa has explained that TISS collection might be far behind.
