Populates Cognos2 Service Starter.

_dev_CCMDB Confirm that this actually uses S PatientFollow distribution table correctly, ie including start and end dttm. I suspect it does not factor in Admit DtTm right now, which will become an issue only if an assignment changes. Ttenbergen 15:53, 2022 April 19 (CDT)
