Some Winnipeg ERs have been changed to UCs. We have different entries for them in the s_dispo table.
Special rules apply to Dispo_field#Discharged_to_ER_or_Urgent_Care.
Urgent care locations
VIC - UC
- called "VIC - UC" (two spaces in second spot) so it will sort in a user friendly way at the VIC.

Misericordia UC
