The only time you need to enter a Hosp number code is when the ADMIT FROM is = to "X__" (out of city) or "Y__",(out of province or country). 
For movement between Hospitals WITHIN the city, the Hosp number code is NOT required because it is self explanatory which hospital a patient came from.
V is VIC, K is Oak, etc.....but X or Y is not specific therefore we are using the MHSC hospital ID numbers to help us identify what hospital "X" refers to.  Y is ID only by province using Hosp number code of 100 to 900.
We used to apply HOSP code when patient moved between Hospitals' within the city.  Three years ago when Julie was working with the data, it was decided that it was redundant because ADMIT FROM code within the city was self explanatory.
