L TmpV2 MCHP table

The is structurally a twin of the L TmpV2 table, but it only contains data elements we are sending to MCHP. Populating it is driven by filtering the L TmpV2 table to only those records whose counterpart in the s_tmp table has the MCHP field set to true.
