Cognos2 UnitStarter query

Cognos2 UnitStarter query is the query that drives CUS.

2022-05-02 removed reference to Accept and Arrive DtTm, and changed it so it no longer checks the end dttm of the units, so people don't have to exclude it every day while pt is on unit.
