Don't put panelling as the first diagnosis if a patient has acute problems and has been transfered to your ward for treatment of those problems. For example if a patient on a chronic unit has been panelled but gets HAP and transfers to your ward then the #1 diagnosis for your ward is HAP.This was discussed with Dr Garland at the task group meeting on March 1,2013.
