Re-platforming to Oracle Apex (failed)

Tina set up most of a replacement system using Oracle Apex, a web front end for Oracle Database servers. Technically made good progress, but it became clear that there would be no acceptable agreement on data and app ownership and future change permissions, so we abandoned it.
