Reconnect check missing L Tables content query

The CFE quality assurance query NDC_Missing_Ls will list any patient who

• is <any Recordstatus> and doesn't have at least one entry in
  • L_Dxs

• For Record Status L dx only include Sent and Vetted not Incomplete.

• is not incomplete and doesn't have at least one entry in one of
  • L_Como
  • L_Labs_Flowhseet
  • L_Pharm_Flowsheet
