Because the account is used to track changes in the history of any article edited by a user, a user can not be deleted. However, a user's rights can be suspended.
To suspend rights for a user,
- go to Special:ListUsers and copy the actual user name
- go to Special:Userrights and paste the name there
- click edit user groups
- uncheck the checkbox for "CCMDB_legit" and click the "save user groups" button
