When a web browser (e.g. Internet Explorer, FireFox) looks at a page it keeps a copy of it in memory so it doesn't need to load it every time. Usually this is a good thing, but when something was wrong with the original load (e.g. when the wikis were broken) the bad content needs to be eliminated. In terms of web browsers this is known as "purging the cache".
