"Re-connect Data" button

Button on main page of CFE that disconnects and re-connects data sources used regularly by CFE. Necessary because we Push and Pull data, and tables that are connected on one user's desktop would not be properly connected on another user's desktop. Also runs some basic consistency checks.

Can result in errors, see Procedure when there are differences between L Log and L PHI.
