Data Dependencies

We have data, especially in indicators and reports, data depends on other data. To track this, we created a mechanism for the Template:Reporting Indicators and the Template:Report to stored these via Template:Data Dependencies in Special:CargoTables/Data_Dependencies. This also allows us to have the data automatically listed in Template:Data element and Template:ICD10 dx.

This could be extended further to CCI etc.
