Only patients who are ventilated in hospital can have a complication dx of VAP.
If a patient has a complication VAP and no TISS28 items Invasive Mechanical Ventilation (TISS Item) (T18) or [[ Spontaneous breathing via ETT or Trach (TISS Item)]] (T19) then this is an error.
Implemented as query NDC_VAP_no_TISS.
This doesn't take into account CPAP/BIPAP.
