S locations allowed collection table

Table S locations allowed collection drives what is shown in the laptops location / service_location field dropdown.

structure:

• r_Location
• allowed_laptop_ward
• allowed_laptop_hosp
• sort - sort order on that laptop, lowest number will be first.

Most of its fields are driven by dropdowns based on S Locations / s_dispo table.
