Incomplete patient deletion

If a collector enters a patient into CCMDB.accdb, leaves the patient "incomplete", sends and then deletes the patient the patient will remain in centralized_data.mdb as incomplete.

In this scenario, the collector must notify Pagasa by email. Pagasa must delete the file from centralized.
