Query maintenance s tmp deletables

Query maintenance_s_tmp_deletables in Centralized data front end.accdb checks if any active rows in s_tmp table are not currently used, and might therefore be set to "inactive".

Before deleting an empty, make sure to follow the Collection stop instructions.
