Batch file used during Laptop Setup

File location: Regional Server\maintenance\Desktop install.bat \\ad.wrha.mb.ca\WRHA\REGION\SHARED\ICU_DATA_COLLECTION\maintenance\Desktop install.bat

If we make changes to this file we need to make sure that CCMDB laptop setup instructions still make sense.

This file is also used to fix shortcuts if something has gone wrong with them, see Desktop shortcuts for collection laptops.

- File had been found to not work right any more, so did some refactoring
  - removed check for W10, all are W10 now and no more versions
  - fixed broken move y into move /y, copy works now
