S locations allowed collection table

Table s_locations_allowed_collection table drives what is shown in the Service/Location field dropdown depending on the Laptop location.

structure:

• Service/Location from s_dispo
• allowed_laptop_ward
• allowed_laptop_hosp
• sort - sort order on that laptop, lowest number will be first.

Most of its fields are driven by dropdowns based on s_dispo table.
