Failure for Service/Locations with the splitting letters at the end

need to make sure concept ICUa is discussed on wiki somewhere. This cross check will not detect previous locations that correspond to current locations with a letter at the end. Could probably change it so that this works by using s_dispo table.real_collection field. Would need to update Function preAdmit_NE_Location.
