This check will always need to be consistent with Kidney Transplant Coding Guidelines.

Limitations
Due to the way that ESRD and AKI are defined there are some scenarios in which a pt could actually have ESRD and then get an AKI. For example, someone can have a GFR <15 and not be on dialysis, and then get an AKI that puts them on dialysis. There are probably other scenarios.
So, we can not have a hard check for this, where a collector would not be able to send. Instead we will implement a "soft check" that gives a warning but allows the collector to click past.
