Will it make sense to just replace panelling with [[ Awaiting/delayed transfer to long-term care/PCH]]? It might be too broad since that code would also be used if someone is post-panelling but there are overall difficulties returning them to their PCH. Would we need to include other Category:Awaiting/delayed transfer Codes?
