Populates Cognos2 Service Starter.

Confirm that this actually uses S PatientFollow distribution table correctly, ie including start and end dttm. I suspect it does not factor in Admit DtTm right now, which will become an issue only if an assignment changes. Ttenbergen 15:53, 2022 April 19 (CDT)

• 2021-01-27 - changed so match on end date is not required; necessary since the end date of services where the patient still is always list as today, ie always keep changing.
