A pt with bacteruria without symptoms not treated with antimicrobials should not be coded as "Bladder, cystitis, acute infectious".
In all but the rarest situations a real cystitis will be treated with antimicrobials. If it is not being treated, consider seriously whether it is an actual "Bladder, cystitis, acute infectious", e.g. in a palliative setting.
