• updated query check_previous_location_vs_service_inconsistent to deal with new possible combinations of Previous Location ICU and Previous Service at STB that would have previously not been allowed.
• changed how CSS determines which previous record to copy in certain peach + scenarios; if there was a record without an arrive dttm, and also an older record with an arrive dttm, then it would previously copy the older record even if that had been logically deleted and therefore had no names/PHIN etc
• updated Cognos2 UnitStarter query which wasn't listing any records; had excluded things wrong
• updated S ICD10 APACHE Dx patterns table; some edge cases were not listing in correctly but now do

• reduced how often the ADL checker runs, so it doesn't run all the time but only when the checkbox is checked.
