There are two ways to add a patient in CCMDB.accdb. In either case, once you have entered a patient you also need to complete their Minimal Data Set before you can send any patients. Adding a patient triggers the Automatic Generation of TMP entries.

If there are very good reasons not to add from CSS, a record can also be added by clicking the "Add Patient with Serial Helper" button on the Patient List; see there for details.
