Only ONE of the Admit Diagnoses with the lowest Dx Priority must have the Dx Primary checkbox checked.

The number could be anything, e.g. the lowest might be 0.9. Using decimal numbers can be helpful in re-ranking diagnoses as more information becomes available.

Example: You initially coded three dxs as priority 1, 2 and 3. Then the you realize that the dx with priority 2 is actually the more important one. You change it to 0.5, so now the priorities are 0.5, 1, 3 and 0.5 is the lowest, so can be used with Dx Primary.

The priority is also used to partner ICD10 diagnoses together. See combined ICD10 codes.
